Since 1964, the predominant site of city time for men in New York City has been the C-76 building, short for its original city budgetary designation as “Capital Project Number 76.” Alongside its numeric designation, C-76 was first dubbed the New York City Reception and Classification Center, then the Correctional Institution for Men, and is known today as the Eric M. Taylor Center (EMTC).
